Ir. Johannes (Jan) Voordouw (M.Sc.) is a well-rounded development professional who has worked in the Wider Caribbean region for over 30 years. He has designed, managed and evaluated projects in many development areas, including environmental resource management, climate change adaptation and mitigation, health, youth empowerment, disability programmes, neighbourhood development, disaster risk reduction, justice and security, community development, humanitarian assistance, rural development, and family food security. Jan Voordouw has visited for business all independent countries and most territories of the Wider Caribbean. He speaks English, French, Spanish and Dutch.

Since 2015, as an independent consultant, Jan Voordouw specializes in evaluation including M&E system design, results-based budgeting and financial reporting, institutional coaching, and community participation. He has conducted, either as principal or sole consultant, or within a team, evaluations of programmes and projects at sub-regional, national and local levels, commissioned by the multi-lateral development banks, UN agencies, Governments of Canada, France, Jamaica, international NGOs and academia. Subjects include evaluation of country programmes, organizational capacity, climate adaptation, rural and urban resilience to natural hazards, natural resource management, international volunteer placement, disability and empowerment of disabled people’s organizations, neighbourhood development, family nutrition. Jan Voordouw has also carried out lessons-learned exercises (disaster mitigation, community violence reduction, justice reform) and baseline research (health, youth, media).

He previously worked with the social enterprise Catholic Organization for Relief and Development Aid (Cordaid, Haiti director), the regional communication for development organization Panos Caribbean (Executive Director and Director of Programmes) and UN Environment’s Caribbean Environment Programme (Programme Officer). He has excellent report-writing and communication skills in various languages. Jan Voordouw has a M.Sc. from the Agricultural University of Wageningen, Netherlands. He has also been certified in M&E through formal training. Currently he serves on the Boards of various Caribbean CSOs.
